substitution of 'Assistant Crown Solicitors' for
'Assistant Crown Solicitor', as well as the additions of
*Crown Counsel' and 'Magistrates' which you propose.

New appointees will normally be recruited as
Magistrate or Crown Counsel according to the nature of
the vacancy existing in the establishment but it should
be explained clearly to them that they may be employed
in either capacity at the discretion of the Government.
In the present instance both Mr. Sheldon and the officer
referred to in the third paragraph of your despatch should be recruited as Magistrates on this understanding.

In view of the expression of opinion contained
in your despatch I do not press for inclusion in the
terms of service of the condition requiring the officer
appointed to acquire a knowledge of Chinese.
